| dc.description.abstract | Tarım ve gıda sektöründeki eşitsizliklerin ortaya çıkmasında uluslararası ticaretin önemli bir rolü bulunmaktadır. Uluslararası ticaret eşitsiz değişimle sömürü mekanizmalarına temel hazırlayarak eşitsiz gelişime neden olmuştur. Sömürü ilişkilerinin biçimi ve araçları değişse de, sömürü güdüsü her daim aynı kalmıştır. Gelişmiş ülkeler diğer ülkeleri artık işgal yoluyla ve zorla el koyarak değil; kural tanımayan ve baskıcı politikalarla sömürmektedir. 1980'li yıllardan sonra neo-liberalizm olarak adlandırılan bu politikalar, tarım ve gıdaya yönelik yeni emperyalist politikaların kurumsal, hukuki ve stratejik araçlarını oluşturmuştur. Kurumsal araçların başında Dünya Ticaret Örgütü, Uluslararası Para Fonu ve Dünya Bankası gelirken, son dönemdeki stratejik araçları serbest ticaret, tekelleşme, küreselleşme, fikri mülkiyet hakları ve tarımdaki biyoteknolojik gelişmeler olmuştur. Hukuki araçlar ise kurumsal ve stratejik araçların neo-liberal politikalara uyumunu sağlayacak biçimde oluşturulan düzenlemelerdir. Bu bağlamda çalışma kapitalist sistem, neo-liberal düzen ve küreselleşme çağında modern biyoteknolojinin tarım ve gıda alanında kullanılmasıyla elde edilen "genetiği değiştirilmiş tarımsal ürünlerin" yeni küresel tahakküm zincirinin en son halkası olarak gıda güvenliğinden biyoçeşitliliğe kadar birçok alanı tehdit ettiğini ileri sürmektedir. Bu sürece yön veren güçler ise küresel tohum ve gıda sektörünü elinde bulunduran az sayıdaki Çok Uluslu Şirketler ve kapitalistleşmiş biyoteknoloji devi ülkelerdir. International trade plays an important role in the emergence of inequalities in the agriculture and food sectors. International trade has led to unequal change and exploitation mechanisms, leading to uneven development. Although the form and means of exploitation relations change, the drive for exploitation has always remained the same. Developed countries are not occupying other countries anymore and forcibly seizing them; it exploits with deregulated and repressive policies. These policies, called neo liberalism after the 1980s, constitute the institutional, legal and strategic tools of the new imperialist policies for agriculture and food. World Trade Organization, the International Monetary Fund and the World Bank were among the most important institutional instruments, recent strategic tools have been free trade, monopolization, globalization, intellectual property rights and biotechnological developments in agriculture. Legal instruments are arrangements that are designed to ensure the adaptation of institutional and strategic instruments to neo-liberal policies. In this context, the study argues that genetically modified agricultural products obtained by the use of modern biotechnology in the field of agriculture and food in the age of capitalist system, neoliberal order and globalization threaten many areas ranging from food security to biodiversity as the last link in the new global domination chain. The power that drives this process is the small number of MNCs and capitalist biotechnology giants that hold the global seed and food sector.
