Abstract
For the EU Thematic Strategy on the Urban Environment, which was accepted in the 6th EU Environmental Action Program, to be implemented by the candidate countries in order to provide the long-term sustainability of cities; the application of the environmental acquis needs to be improved especially in the areas of air, noise, waste and water, and also the planning capability and capacity of local administrations regarding the utilization of innovative policy tools need to be increased. This Thesis has been built on the hypothesis that EU Thematic Strategy on the Urban Environment cannot be a solution to the environmental problems in the cities of Turkey. Although the strategy would play a positive role in the development of some practices in Turkey from the point of approaching the resolution of urban environmental problems with an understanding of ?management?; when we look at the job description of the implementation of the strategy in Turkey, we see that the themes are mostly focused on the implementation of the EU directives regarding the prevention of environmental pollution. In the implementation of the Thematic Strategy, horizontal legislation applications have to come to the fore as well as the directives regarding the urban environmental infrastructure. Data and information accession systems and knowledge accession systems?the establishment of monitoring and reporting arrangements- which are required by the horizontal legislation are very few at the local level at present and most of the time they are not reliable. In sum, the local administrations and especially municipalities in Turkey have to leave the traditional service mentality behind as soon as possible and they have to adapt to the new mechanisms which include integrated planning approaches.
