Abstract
International political process on climate change determines the national and local levelmechanisms for combating climate change. Thus involvement of all relevant stakeholders tothis process is very crucial including local governments. Nevertheless, United NationsFramework Convention on Climate Change (UNFCCC) and the Kyoto protocol does notrecognize and decisions adopted by the Convention of Parties do not aim at the localgovernments directly. However, a new global climate agreement with ambitious reductiontargets for mitigation and actions for adaptation can not but include cooperation with localgovernments given their relevant competencies. The cities, local or regional governments arerelevant actors to national governments to help combating climate change. However, todaymore than 50% of the world?s population lives in urban areas, where up to 73% of all energyis consumed. By 2030, two third of humanity will live in cities and, especially, fast growingcities in developing countries, are highly vulnerable to the impacts of climate change. Localgovernments have a large potential to achieve substantial emission reductions in their localareas and, therefore, they can act as essential actors/partners to national government to helpensuring that global and ambitious targets of greenhouse gas emission reductions are beingmet. The upcoming opportunity of a new international climate deal and the consequentagreement seeking process is therefore taken up by the international local government NGOsand networks, with a view to seek the necessary empowerment and recognition of cities andlocal governments in a UN post-2012 framework on climate change. These internationalNGOs and networks demand for the appropriate technical and financial mechanisms tosupport the local level action against climate change
