| dc.description.abstract | Rusya'nın Avrasya jeopolitiğinin son ve en geniş ölçekli tezahürü olarak Sovyet Sosyalist Cumhuriyetler Birliği (SSCB) kabul edilmektedir. Bu nedenle 1990'ların başında SSCB'nin ve tüm sosyalist kampın çöküşü, dünyanın jeopolitik resminde köklü bir değişikliğe neden olmuştur. Bu bağlamda 21. yüzyıla giren Rusya, gelişmiş bir ekonomiye, askeri güce ve aktif bir dış politikaya sahip yeni bir devlet inşa ederken yeni bir jeopolitika üretme göreviyle de karşı karşıya kalmıştır. Avrasyacılık kavramı etrafında kurulan bu yeni jeopolitika Rusya'yı emperyal devlet klişeleri ile donatmıştır. Bu çalışmada, Rusya'nın en yakın komşuları olan SSCB'nin çöküşü sonucu ortaya çıkan devletlerle nasıl ilişkiler kurduğu Tacikistan Cumhuriyeti örneği üzerinden ele alınacaktır. Öncelikle, kavramsal temel oluşturması açısından Avrasyacılığın gelişimi Çarlık Rusyası ve Sovyetler mirası da ele alınarak incelenmektedir. Ardından, Rusya'nın izlediği Avrasya jeopolitiği çerçevesinde Avrasya'nın önemi siyasi, askeri ve ekonomik açıdan ele alınmaktadır. Devamında ise Tacikistan'ın Rusya için sahip olduğu önem ve oynadığı rol tarihi süreç içinde değerlendirilmektedir. Bu değerlendirmelerin sonucunda Rusya'nın da hem küresel hem de bölgesel düzeylerde entegrasyon süreçlerinin güçlendirilmesi yönünde giderek daha fazla adım attığı, başta eski SSCB cumhuriyetleri olmak üzere Avrasya kıtasındaki devletler ile işbirliğinin güçlendirilmesine odaklandığı anlaşılmaktadır. Bu noktada jeopolitik ve jeoekonomik açıdan Tacikistan'ın Rusya bakımından uzun vadeli hayati çıkarlarını sağlamak için son derece önemli bir ortak olduğu görülmektedir. | tr_TR |
| dc.description.ozet | The Union of Soviet Socialist Republics (USSR) is seen as the last and largest- scale manifestation of Russia's Eurasian geopolitics. Therefore, the collapse of the USSR and the entire socialist camp in the early 1990s caused a radical change in the geopolitical picture of the world. In this context, Russia, while entering the 21st century, faced the task of creating a new geopolitics while building a new state with a developed economy, military power and an active foreign policy. This new geopolitics, built around the concept of Eurasianism, has equipped Russia with imperial state stereotypes. In this treatise, how Russia established relations with the states that emerged as a result of the collapse of the USSR, its closest neighbors, will be discussed through the example of the Republic of Tajikistan. First of all, the development of Eurasianism in terms of forming a conceptual basis is examined by considering the legacy of Tsarist Russia and the Soviets. Then, within the framework of the Eurasian geopolitics followed by Russia, the importance of Eurasia is discussed in terms of political, military and economic aspects. Afterwards, the importance of Tajikistan for Russia and the role it plays are evaluated in the historical process. As a result of these evaluations, it is understood that Russia has taken more and more steps towards strengthening the integration processes at both global and regional levels, focusing on strengthening cooperation with the states in the Eurasian continent, especially the former USSR republics. At this point, it is seen that Tajikistan is an extremely important partner for Russia to ensure its longterm vital interests in terms of geopolitics and geoeconomics. | tr_TR |
